MINUTES OF THE REGULAR SCHOOL BOARD MEETING OF ISD NO. 38, RED LAKE, MINNESOTA, HELD ON MONDAY, DECEMBER 20, 2004 AT 5:00 PM AT THE PONEMAH ELEMENTARY SCHOOL LIBRARY.


MEMBERS PRESENT: Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Kathryn Beaulieu, Dorothy Cobenais, Stuart Desjarlait, Superintendent, Stephanie Cobenais, Business Manager, Sherri May, Secretary.


GUESTS AND DELEGATIONS: Jean Whitefeather, Ramona Gehlert, Willie Larson, Harlan Stillday, Mary Donnell, Ardelle Lyons, Esther Moore, Sarah Stahelin, Elaine Natewa, Gail Mills, Pat Mills, Vicky Fineday, Chris Dunshee, Deanna Lasley, Lyle Goins, Mary Kay Klein.


Meeting was called to order by Chairman Pemberton at 5:01 PM.

Move by Roy Nelson seconded by Arnold Pemberton to approve the list of bills submitted for audit. For 5, Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Dorothy Cobenais, Opposed 1, Kathryn Beaulieu, Abstain 0.


HEARING OF DELEGATIONS:


      Flora Kingbird – bullying. – no show.


      Ponemah parents – Kelliher bus run. Advised the parents to approach the Kelliher School Board on transportation – students are Kelliher students. The Red Lake School District is not responsible for providing transportation for those students who open enroll out of the district.


SUPERINTENDENT’S ANNOUNCEMENTS.


      Next school board meeting: Re-organizational meeting on Monday, January 3, 2005 at 1:00 PM, Administration Office.


      Next regular school board meeting: Wednesday, January 19, 2004 – 5:00 PM at Administration Office.


BUSINESS MANAGER


      Monthly up-date.


      Discuss freeze on expenditure FY 04-05 – at January 3, 2005 meeting.


OLD BUSINESS


      Red Lake Student Activity Account policy. Moved by Keith Defoe seconded by Barbara Thomas to approve Red Lake Student Activity Account policy. For 6, Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Kathryn Beaulieu, Dorothy Cobenais, Opposed 0, Abstain 0.


NEW BUSINESS


      Resolution No. 2004-42. Moved by Keith Defoe seconded by Dorothy Cobenais to approve resolution no. 2004-42 Directing the Administration to make recommendations and reductions in programs and positions and reasons therefore, for the 2005-06 school year. For 6, Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Kathryn Beaulieu, Dorothy Cobenais, Opposed 0, Abstain 0


      B. Final limitation and certification of 2004 payable 2005 levy. Moved by Roy Nelson seconded by Kathryn Beaulieu to approve final limitation and certification of 2004 payable 2005 levy in the amount of $6,103,38. For 6, Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Kathryn Beaulieu, Dorothy Cobenais, Opposed 0, Abstain 0.


      Discontinue the bus run. Moved by Barbara Thomas seconded by Keith Defoe to approve to discontinue the bus run for students attending Kelliher/Northome school district under open enrollment options effective January 21, 2005. For 6, Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Kathryn Beaulieu, Dorothy Cobenais, Opposed 0, Abstain 0.


Discontinue Clearbrook bus run – no action required by the Board as Clearbrook Board already took action to provide transportation beginning January 3, 2005.

      Open & post. Moved by Kathryn Beaulieu seconded by Roy Nelson to approve to open & post for Head Cook, Red Lake High School. For 6, Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Kathryn Beaulieu, Dorothy Cobenais, Opposed 0, Abstain 0.




      Early release. Moved by Kathryn Beaulieu seconded by Keith Defoe to approve early release from Red Lake Elementary on January 13, 2005 for SFA Wings training. For 6, Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Kathryn Beaulieu, Dorothy Cobenais, Opposed 0, Abstain 0.


      Termination – table to January 3, 2005.


      Termination. Moved by Barbara Thomas seconded by Roy Nelson to approve recommendation for termination for Diane Roy, Cook I, Red Lake Elementary probationary employee, effective December 14, 2004. For 3, Arnold Pemberton, Barbara Thomas, Roy Nelson, Opposed 0, Abstain 3, Keith Defoe, Kathryn Beaulieu, Dorothy Cobenais.

      First reading: Travel Expense policy.


      Expulsion. Moved by Roy Nelson seconded by Keith Defoe to approve recommendation for expulsion from the hearing officer, for the remainder of the 2004/05 school year. It is recommended that student receive anger management counseling while he is expelled and after he returns from his expulsion to ensure that he receives an education along with his fellow students. While on expulsion he shall receive alternative education through the homebound program. For 6, Arnold Pemberton, Keith Defoe, Barbara Thomas, Roy Nelson, Kathryn Beaulieu, Dorothy Cobenais, Opposed 0, Abstain 0.


      Expulsion. Moved by Roy Nelson seconded by Keith Defoe to approve recommendation for expulsion from the hearing officer, for the remainder of the 2004/05 school year. It is recommended that the student be expelled for the remainder of the 2004/05 school year. Her expulsion after the end of the 2nd quarter shall stayed on condition she signs a contract with the Red Lake Middle School Administration agreeing to abide by all of the rules and discipline policies. If she does not abide by this contract her stay will be immediately revoked and her expulsion shall remain in full effect until the conclusion of the 2004/05 school year.
